primer3-wasm browser test

Runs primer3_core compiled to WebAssembly, entirely client-side. Edit the Boulder-IO input below and click Design primers.
Must be served over HTTP (e.g. npx serve or python3 -m http.server) so the browser can fetch the .wasm. Opening via file:// will not work.
